|May 1 is the deadline for all exemptions – Enhanced STAR renewals and current Basic STAR recipients now eligible for Enhanced STAR, Senior Citizen, Veteran’s, and Low-Income Disabled Exemptions. All new homeowners, and those currently without a STAR exemption, must apply for a STAR credit through NY State Taxation & Finance at www.tax.ny.gov or by calling (518) 457-2036.
Grievance Day is the third Tuesday in June. All completed grievance applications, form RP-524, must be received in the Assessor’s office by 2 pm on Grievance Day or delivered to the Board or Assessment Review (BoAR) by the end of their scheduled meeting hours. Grievance forms should be submitted to the Assessor’s office between June 1 and Grievance Day. Attach all relevant information for determining value – appraisal, comparable sales analysis, CMA, etc. Appearance before the BoAR is not required, but it is recommended. Contact the assessor’s office between June 1 and the morning of Grievance Day for the meeting hours of the BoAR.
The assessor is available for consultation and explanation of the assessment process, but there are reporting deadlines that limit the assessor's ability to change an assessment. The valuation of a property for tax purposes relates to May 1st of the current roll year. From the status of inventory that exists as of May 1st (Taxable Status Day), the Assessor prepares the Tentative Assessment Roll. The Assessor can make changes on property assessments until the Tentative Assessment Roll is published on June 1. After the roll is published, the Board of Assessment Review must make any roll changes. BoAR changes are made prior to publishing of the Final Assessment Roll on September 15. Individuals who may not be satisfied with the BoAR decision can elect to appeal to Small Claims
Assessment Review (SCAR). For a fee, any residential property's assessment (other than residential vacant land) can be heard in SCAR. The deadline for filing a petition with SCAR of Westchester County is within the thirty days following the filing of the Final Assessment Roll, or the public notice of such filing, whichever is later.
In cooperation with selected local governments, Somers is now providing digital tax parcel data online for download.
As Westchester County does not maintain tax parcel data (a local government responsibility), the county is providing access to the data in “as is” condition as obtained from the municipality or its tax mapping contractor. Some of the data available for download contain Section Block and Lot (SBL) number with Property Classification Code, but others will only have SBL numbers.
