SOMERS COMPREHENSIVE MASTER PLAN UPDATE
PLANNING FOR THE TOWN’S FUTURE
What is the Somers Comprehensive Master Plan Update? The Somers Town Board has commenced a planning process that will include the community and regional stakeholders in the review and updating of the Town of Somers Comprehensive Master Plan (1994). The ‘new’ Plan will be a policy document that establishes a vision for the desired future of the Town. The principles, objectives and strategies in the plan will guide elected and appointed officials, advisory boards, residents, other government agencies, organizations, businesses and individuals invested in the Town’s future. The plan will cover many topics, including: o Environmental Protection and Preservation o Community Character o Transportation o Housing and Residential Development o Commercial and Industrial Development o Economic Development o
Community Services and Facilities o Recreation and Open Space Section 272-a of the New York State Town Law specifies the inter-relationship between a Comprehensive Master Plan and other land use regulations. Specifically, it states that “[a]ll town land use regulations must be in accordance with a comprehensive plan….” The creation of Somers’ Master Plan is a means to promote the health, safety, and general welfare of the community.
What is the role of the Master Plan Committee? In October 2003, the Town Board appointed a Committee to work with the Town, consultants, regional agencies and stakeholders in reviewing the existing Town of Somers Comprehensive Master Plan (1994) and formulating drafts for each component of the ‘new’ Plan. When the Committee has completed its work, it will submit a Draft Comprehensive Master Plan to the Town Board for further consideration.
What is the role of the Town Board? In accordance with Section 272-a of the Town Law, the Town Board has the authority to adopt a Comprehensive Master Plan after holding one or more public hearings. The Town Board is also responsible for determining the maximum intervals for reviewing the adopted Plan. What is the community’s role in the preparation of the Plan The Community’s role is to provide input to the Master Plan Committee and the Town Board. A program to involve and communicate with the community throughout the planning process will be implemented by the Master Plan Committee. All Master Plan Committee meetings are open to the public and interested persons are encouraged to attend. The Mater Plan Committee typically meets at 6:00 PM at the Somers Library. Meeting dates, agendas and other
information will be posted at www.somersny.com/masterplancommittee. At the end of each meeting, time will be allocated for public comments.
