CHANGES TO DOG LICENSING LAW
Town of Somers Town
Clerk Kathleen R. Pacella announces changes to the dog licensing
program, effective January 15, 2006. The new law requires that a dog
license may not be issued for a time period extending beyond the
expiration date of a dog’s rabies certificate.
Dog licenses issued on
or after January 15, 2006, must not expire after the expiration date
of the dog’s rabies certificate. In order to receive a full year
license, a dog that is due for a rabies vaccination booster within the
next license year would need to be immunized prior to license
renewal.
This change affects all
doges licensed in New York State, except those licensed in New York
City, which has a separate dog licensing law. There are more than
1,250 doges licensed in the Town of Somers.
Pursuant to the New York
Public Health Law, county public health authorities must offer free
clinics at least every four months for the rabies vaccination of dogs,
as well as for cats and domesticated ferrets.

WESTCHESTER
COUNTY ENCOURAGES RESIDENTS TO REGISTER FOR EMERGENCY UPDATES
NEW SYSTEM WILL SEND OUT INFORMATION BY E-MAIL OR
TEXT MESSAGE. The Westchester County Department of Emergency
Services is now offering a new effort that would bring the public more
into the loop during a large scale emergency by allowing the county to
contact them directly.
These “news bulletins” would supplement the reports
the county feeds to television, radio, and other sources. This is NOT a
system that should replace business, individual or family emergency
planning and other communication plans.
With individual e-mails, and phone numbers the
county will have additional options on getting information out to the
public. There will be an ability to communicate directly by way of also
using the automated call system to contact people by cell or home
phone.
People can sign up to be contacted by going to
http://www.westchestergov.com/cens/. All information will be kept confidential. The
service is free. The service also includes non-profit groups and
businesses, which are being mailed passwords and user IDs and directions
on how to submit their emergency contact information.
In a major emergency, the Emergency Alert System
will continue to be activated via broadcasts on both television and
local radio stations and the public is encouraged, as always, to stay
tuned to these local broadcasts for instructions and information.
WESTCHESTER COUNTY DANGEROUS DOG REGISTRY
Westchester County has created a Dangerous Dog Registry to make
information regarding dangerous dogs accessible to residents through
www.westchestergov.com/health/Dangerous_Dog_Registry.htm. Once
a report of a dangerous dog is reported to the Westchester County
Department of Public Safety, the information is entered into the
registry. If a resident feels a dog in their neighborhood is
dangerous, they should contact the Dog Control Officer at 232-0963 or
the Somers Police Dept. at 232-9622.

Partially Full Aerosol
Can in the MRF Cause Hazards
There have been incidents of minor
explosions at the MRF due to partially full aerosol cans in the
recyclables. Aerosol cans can be hazardous unless empty.
If the can is 1/2 full, it should be emptied through normal use.
If it cannot be emptied, it should be wrapped in newspaper, taped and
disposed of in the garbage.
Cell Phone Recycling Sites Increase
More sites have been added to the growing list of sites for
recycling spent cell phones. Now there are over 40 sites, which
can be located at
http://www.westchestergov.com/hopeline/. If you wish to add
a cell phone drop-off site in your municipality, it's easy: Just
call John Scaramuzzo of the Recycling Office at 813-5441 and he will
set you up with this NO COST cell phone recycling program.

DISTRIBUTION OF KI TABLETS

The Westchester County Dept of Emergency Services
has asked the Town to distribute KI (Potassium Iodide) tablets to the
general population within the 10-mile Emergency Planning Zone
surrounding the Indian Point Power Plants. The KI tablets are
available for distribution to Somers residents at the Supervisor’s
Office, Town of Somers Town House, (Elephant Hotel), 335 Route 202.

THE EARNED INCOME TAX CREDIT
Through
Westchester County, the Earned Income Tax Credit (EITC) is a special
tax credit for working people with low or moderate incomes that can
save those who qualify a significant amount of money. Unfortunately,
it is estimated that in Westchester only l out of 4 eligible people
file for the EITC because they either are not aware of it or are
intimidated by the additional paperwork required.

Security Alarm Systems – Any
resident/business that has a security alarm system must register with
the Bureau of Fire Prevention. Fire Alarm Permit applications may be
obtained by downloading this form or by calling the
Building Department at 277-3539. If you already have a Fire Alarm
Permit, it is imperative that you contact the Building Department with
any updated information.
911 Numbers – All residents/businesses are
required to post their house/business numbers. The requirements are
listed in the Town Code, which can be accessed by
clicking here. In an effort to
assist the Somers Fire District in case an emergency vehicle is called
to your home/business, adhering to this ordinance is extremely
important.

BASE FLOOD ELEVATION
NOTICE FOR PRELIMINARY FLOOD INSURANCE STUDIES
The Federal Emergency Management Agency has issued
a preliminary Flood Insurance Rate Map (FIRM) reflecting new or modified
Base (1% annual chance) Flood Elevations (BFEs) in certain locations in
the Town of Somers. Technical information or comments are solicited on
the proposed and proposed modified BFEs shown on the FIRM for the
aforementioned communities. Copies of the FIRM are available for review
at
https://www.floodmaps.fema.gov/fhm/bfe/. These BFEs and modified
BFEs are the basis for the floodplain management measures that our
community is required to either adopt or show evidence of being already
in effect in order to qualify or remain qualified for participation in
the National Flood Insurance Program. However, before the BFEs or
modified BFEs are effective for floodplain management purposes, you will
be provided an opportunity to appeal the proposed elevations. For a

OF FIRE PREVENTION
LIT CANDLES ARE INCREASINGLY CAUSING FIRES IN HOMES.
Reported home candle fires
rose 15% from 2000 to 2001, from 15,700 to 18,000, continuing a
climb that began in 1990 when there
5,500 candle fires. The National Fire Protection
Association offers these safety tips for candle use in the home:
- Always stay in the room where
candles are being burned.
- Keep lit candles at least 3 feet away from curtains, mattresses,
anything that can burn.
- Keep candles, matches and
lighters away from children.
- Use sturdy candle holders that won't tip or burn.
- Burn candles on sturdy, uncluttered surfaces.
- Trim candle wicks to one-quarter inch before lighting.
- When lighting candles, keep your hair and clothing away from the flame.
- In a power outage, it is
safer to use flashlights.
- Always stay awake when candles are being burned in the room.

SOMERS LAND TRUST TO SPONSOR "FRIENDS OF
ANGLE FLY PRESERVE"
Michael Barnhart, co-chairman of the Somers
Open Space Committee and President of the Somers Land Trust, has
founded a committee called "Friends of Angle Fly Preserve" whose
mission will be to care for and protect for public enjoyment the
natural spaces of the property (formerly known as Eagle River.)
"With the planned acquisition of the
property, we felt that we needed a group to look out for the
well-being of the open-space area, which is the majority of the
property," Barnhart responded to the Patent Trader last month. "We
felt we needed to act as an advocate for the trail areas and the park
as a whole."
Sponsored by the Somers Land Trust, the
Friends intend to supervise trail layout, construction and
maintenance, as well as administer educational programs and public
outreach. In time, they hope to apply for federal recognition as a
charitable organization.
"It should be something that the
Town
shouldn't be saddled with," Barnhart said. "We felt that people who
were concerned about those areas would want to be involved with that
sort of decision making."
Allan Golden, who founded the ForSomers.org
organization in 2003 to raise awareness about Eagle River and other
development issues, has promoted membership and awareness for the
Friends on his Web site. "It represents the natural progression of
what we're trying to do" he told the Patent Trader.

DISPOSAL OF WORN OUT AMERICAN FLAGS
Please be advised that members of the VFW and Boy Scouts have
refurbished a mailbox that will be placed in front of the Library for
the residents in which to place worn out American Flags so that they
may be disposed of properly. The mailbox will be monitored and
maintained by members of the VFW.
IMPORTANT NOTICE FROM NYS DEC
This year, the NYS Department of Environmental
Conservation is focusing on how communities, the DEC and their
partners can work together to protect our State's waters from wet
weather discharges-sanitary sewer overflows, combined sewer overflows
and agricultural and stormwater runoff. These discharges, caused
by rain and melting snow, are associated with poor water quality that
hurts fish and wildlife populations and causes beach and shellfish bed
closures, as well as impacting a community's quality of life and
economy. We cannot control weather, but communities can control
the other factors that contribute to water quality problems and
flooding.

METRO-NORTH'S LOST & FOUND FINDS A NEW WAY
FOR CUSTOMERS AT A LOSS
Nearly 20,000 items are turned into
Metro-North's Lost & Found Facility every year. Metro-North has
established a Lost and Found process that is designed to recover and
return as many items as possible to their customers. Using Metro-North's
new Lost & Found Property Matching System, customers describe the lost
item. The new system gives the customer easy, direct and immediate
access to the Lost & Found without having to leave telephone messages or
physically show up at the window on Grand Central Terminal's lower
level. Customers now have 24 hour-a-day access via internet.

As part of Metro-North's ongoing effort to provide excellent
