Supervisor Mary Beth Murphy—Elected by the residents of the Town of Somers. Chief Executive, Chief Financial Officer and Budget Officer

The Town Board is comprised of an elected Supervisor serving a two year term and four elected councilmen each serving four year terms. The Town Board controls Town finances, acquisition of real property, the Town budget, salary negotiations, legislation and policy. With the exception of elected officials, the Town Board also appoints all employees as well as members of boards serving the Town such as the Planning Board, Architectural Review Advisory Board, Zoning Board of Appeals, Conservation Board, and Parks and Recreation Board.

Twice a month the Town Board holds a public meeting to discuss and make decisions on pending Town business such as scheduling public hearings to consider legislation, adopting tax exemptions for seniors and veterans, accepting dedicated roads that meet Town standards, awarding bids for equipment and materials, letting contracts such as those for building ball fields, approving all expenditures and much more.

The Supervisor’s staff consists of the following people:

Confidential Secretary Barbara Sherry schedules appointments, interviews, for the Supervisor, maintains all personnel and office records. 

Senior Office Assistant Tammi Savva
is responsible for technology issues, Town website maintenance, office communications, and public information.

Intermediate Clerk Maria Tierney is responsible for maintaining personnel records.

Director of Finance Joan Kachmarik maintains all the Towns’ financial records, coordinates investment of Town funds, and assists in the preparation of the annual financial budget. 

Senior Account Clerk Doreen Cardaci processes accounts payable and compiles monthly financial reports.

Bookkeeper Eileen Kalpaxis processes payroll and compiles payroll related reports.

Town Clerk Kathleen Pacella—Elected official, serves as: Records Management Officer, Registrar of Vital Statistics, Election Liaison, and Secretary to the Town Board.

Deputy Town Clerk Patricia Kalba—Appointed by the Town Clerk and able to serve as Town Clerk in the absence of the Town Clerk.

Tax Receiver Joan Ribaudo—Based upon the Town’s adopted budget prepares the Town Tax Bills every March for collection in April, and in August prepares the School Tax Bills for payment in September and January.

Deputy Tax Receiver Stephanie Brewer—Appointed by the Tax Receiver and is able to serve as Tax Receiver in the absence of the Tax Receiver.

Assessor Glenn Droese —Appointed by the Town Board for a 6-year term—Is charged with establishing the Town’s Assessment Roll.

Assessment Clerk (vacant) and Assessment Assistant Fran McLaughlin —Under the Supervision of the Assessor and Deputy Assessor, maintain all Assessment Records.

Town Justices Denis J. Timone and Michael J. McDermott—Elected to a four-year term.

Court Clerk Spera Salvi and Assistant Court Clerk Barbara Lloyd—Are responsible for maintaining all the court records, receiving fine and bail moneys.

Town Planner Sabrina Charney Hull - The Planner makes recommendations in the formulation of policies and procedures for carrying out the planning functions of the Town, and for advising various town boards, committees, and local residents with respect to the physical development of the Town.   In particular, the Planner receives, reviews and makes recommendations to the Town Board and Planning Board concerning development applications (site plans, subdivisions, special exception use permits).  The Planner researches, analyzes and recommends development concepts and controls, and assists with the review and preparation of zoning and Town code amendments, and the Town's Comprehensive Master Plan. The Planner is also responsible for ensuring that the requirements of the State Environmental Quality Review Act (SEQRA) are complied with for all development applications. 

Town Engineer Guy Gagne is responsible (along with the Town Planner) for reviewing all subdivision and site plans. Making certain they are in compliance with the rules and regulations of the Town of Somers.

Secretary to the Planning Board Marilyn Murphy primarily serves as both the Secretary to the Planning Board as well as the Planning Department secretary, and is thereby responsible for preparing agendas and minutes, and maintaining all files and correspondence related to the functions of the Planning Board and Department.  Ms. Murphy is responsible for receiving and recording all Planning and Engineering applications and fees, and managing the associated financial accounts.

Senior Office Assistant Wendy Getting primarily serves as the Engineering Department secretary.  Ms. Getting is responsible for maintaining all Engineering Department files and correspondence, particularly for environmental permit applications.  Ms. Getting is also responsible for recording and distributing/processing all Planning and Engineering applications and fees.  Ms. Getting also attends all Planning Board Work Sessions and prepares the Work Session minutes.

Civil Engineer Tech. Steven Woelfle—Under the supervisor of the Town Engineer, inspects new roads being built; environmental permits i.e. steep slope and wetland

Town Historian Florence Oliver - Manages and provides information on Town history, genealogy, and historic buildings.

Curator Terry Ariano - Manages historic collections and provides access to historical resources through exhibits, education, programs.  Also, she provides tours and research access, by appointment only, and develops partnerships with local organizations and schools to increase awareness of local history.

Building Inspector Efrem Citarella
issues building permits, demolition permits for all new construction and remodeling - along with:

Assistant Building Inspector Thomas Tooma makes all the inspections for the above.

Senior Office Assistant (vacant) acts as the Building Inspectors secretary and in addition to preparing all permits for the Building Inspector, maintains a file on all the houses in the Town.

Intermediate Clerk Teresa Reale—Primarily secretary to the Zoning Board of Appeals, attends the monthly meeting, taking minutes and preparing the decisions of the Board for the Chairman’s signature.  

Fire Inspector William Premuroso performs fire inspection of commercial buildings, multi-family dwellings and places of assembly.

Highway Superintendent Thomas Chiaverini—Elected to a four-year term is responsible for maintaining all Town Roads in a safe manner.

Deputy Superintendent Lou Noto—Appointed by the Superintendent of Highways and is able to serve as Highway Superintendent in the absence of the Highway Superintendent.

Dispatcher Rita Magnotta—Under the supervisor of the Highway Superintendent completes all necessary forms for filing with the County of Westchester and State of New York in addition to radioing the highway personnel when necessary.

Intermediate Typist (vacant) is responsible for monthly vouchers needed to pay all vendors.

Superintendent of Parks and Recreation Steve Ralston - Develops and oversees implementation of all programs and activities within the Park system. Along with the Parks Foreman, Steve Ernst, they create a plan of action on the maintenance and care of all the parks property.

Senior Office Assistant-Recreation Donna O’Connor collects and deposits moneys for all programs, compiles monthly financial reports, maintains supplies for office, runs off flyers for all programs and is the office secretary and office manager of the Parks and Recreation Department.

Recreation Supervisor Don Belmont - plans, organizes, coordinates and implements program activities for the Senior Citizen and Teen Lounge participants and special events.

Senior Recreation Leader Andrew Johnson - plans, organizes, coordinates and implements day camp and after-school programs, schedules field use and special events.  Acts of behalf of the Superintendent when required.

Park Foreman Steve Ernst - is responsible for all parks that are in the system - soil care, improvements, special projects, etc.  Oversees other maintenance employees.

Assistant Park Foreman Kevin O’Connor - is responsible for ensuring that all Parks maintenance equipment is in proper working order, lay out and maintenance of all ball fields.  Serves as Park Foreman when Park Foreman is absent. 

Maintenance Laborer Michael DeMilto - tends to the maintenance of all Parks property under the supervisor of Parks Foreman.

Maintenance Mechanic Equipment and Grounds Howard Vinberg - performs a wide variety of mechanical repair work and grounds keeping tasks essential to the maintenance of the grounds and parks of the municipality; does related work as required.

Maintenance Person Repair Greg Maroni - performs general park grounds maintained work and mechanical repair on all Department vehicles.

Chauffeur Jose Julio Cunha - using the Town’s van, picks up and delivers the Senior Citizens that attend senior citizen programs.

Water Superintendent Adam Smith - is responsible for the operation and supervision of Amawalk Shenorock Water District including routine maintenance and testing of water.

Water Maintenance Worker Paul Green – under the supervision of the Water Superintendent, maintains and repairs water meters, service lines, hydrants and water mains.

Senior Office Assistant Theresa Wiegand performs record keeping functions for the Water Department, oversees billing procedures and reviews water meter readings.

Nutrition Program Director Barbara Taberer is responsible for running the Senior Nutrition Program, scheduling trips and programs. The program includes the Towns of Somers, Lewisboro, and North Salem.

Site Manager Linda Carminucci assists the Nutrition Program Director in all aspects of the Nutrition Program.

Food Service Helpers Margaret Eichorn and Gail Ahearn prepare the tables and serve the meals for the Nutrition Program.

Police Chief Michael Driscoll heads the 16 member police department.

Second Officer in Charge (Lt) Robert Stanton, in addition to road patrols, prepares the schedule of the 11 officers, attends citizens meeting, responds to complaints, etc.

Zoning Board of Appeals—7-member board all members are appointed by the Town Board for a 5 year term—This is the only board with the statutory authority to grant variances, issue some special exception use permits and hear appeals of various permit denials.

Planning Board—7-member board—All members are appointed by the Town Board for a 7-year term—This board has the authority to approve or deny all subdivision and site plan applications.

The above-mentioned boards are all advisory boards to the Planning Board - all members are appointed by the Town Board and they review plans that have been referred to them by the Planning Board.
