Jonathan Marshall joined Cabarrus County in 1988 as a  land use planner. During his tenure, he has held the positions of senior planner, planning and zoning director, commerce director and now deputy county manager. 

He is an appointed board member for the Water & Sewer Authority of Cabarrus County and the Concord Downtown Development Corporation. He is a graduate of UNC Chapel Hill and has been accredited as a member of the American Institute of Certified Planners since 1994.
